German-British citizens were naturalized there. Since Bower has not yet published an autobiography, it is somewhat difficult to find information regarding her early schooling and the schools she attended from elementary school through college. Nevertheless, it is known that she attended a school in London and began working as a Field Language Supervisor for the International Refugee Organization (IRO) in Germany not long after graduation.

Shortly after the IRO was disbanded, Bower moved to Canada to be with her family. At a tiny town radio station, she got a job as a disc jockey and songwriter. She would eventually find employment with the Canadian Broadcasting Corporation.
